In order for a target to get added to a test/campaign, Smart Sync must be enabled for the group before the target is added to the group. If the target already belongs to the group and has not been added to the test/campaign, deactivate and re-activate the target to add it to the test/campaign. This can be done via CSV using the is_active column set to 0 and then 1, or by using the multi select boxes on Manage Targets.
