What are Portal Users vs Targets?

Targets are the end users who receive simulated phishing emails and can be enrolled into courses and programs. Targets are visible from the Manage Targets page. Portal Users have access to the Portal account. They can log in to Portal, view and create tests, add targets and groups, generate reports, etc. Portal users are visible by going to Administration > Manage Portal Users.
